Pasco County Target Business Incentive Ordinance
In 2007, the Pasco County Board of County Commissioners approved the Pasco County Target Business Incentive Ordinance (Ordinance No. 07-21) to attract quality economic development that would contribute to the economic growth of the County, provide gainful prosperity, diversify the tax base, and improve the general welfare of the people of the County. This ordinance can be used for target businesses either relocating to Pasco County or for businesses already located in Pasco County which need to expand. The incentive is the deferral of all building permit fees and impact fees up to $75,000 for 5 years. Impact fees are all applicable fees, including fees for transportation, fire combat and rescue services, and water and sewer, charged by Pasco County relating to new development or redevelopment activities within the County. To qualify for the incentive, new and expanding businesses must be a target business as defined by Pasco Economic Development Council and Enterprise Florida, create at least 10 new full-time jobs within Pasco County, and pay an average wage equal to or greater than 125% of the County’s average wage. At the end of the deferral period, the County will forego and forgive all deferred impact fees providing the Target Business still meets eligibility requirements. For impact fees in excess of $75,000, target businesses may be eligible to receive reimbursement of 20% per year over a 5-year period
The following is an example of the type of projects that qualify under the ordinance.
- Must be non residential and non-retail
- Hotel/motels, regional malls and factory outlet malls are statutorily excluded
- Must generate more in terms of County revenue than it consumes in County services
- Must provide benefits to the County, including ad valorem taxes, employment, and other revenue
- Must employ a minimum of 10 new full time employees in Pasco County within 5 years
- Must pay an average annual income per full time position of at least 125% ($38,023 as of January 2009)
