Goal: Collaborate with public and private sectors to increase the availability of developed sites for primary target industries
Strategies:
• Create equitable options that will expedite infrastructure improvements for Employment Centers, Corporate and Industrial Park investment
• Lead in the creation of public private partnerships to prepare Pasco to attract business investment
• Develop ways Pasco County can partner with developers to creatively structure financing for infrastructure needs and reduce the impacts of regulatory demands.
Objective A: Infrastructure
- Promote the provision of infrastructure improvements along critical corridors
- Maximize transportation opportunities for Employment Centers
- Create an inventory of shovel ready sites
- Assist the County with identifying alternative financing option for infrastructure development.
Objective B: Density and Land Use
- Encourage the concentration of uses to maximize land available for office, research and development, light industrial and other primary target industry development
- Encourage vertical development
- Promote cluster development around existing arterials
- Identify inventory of available sites - especially in the employment centers
- Identify and promote incentives for the conversion of residential entitlements to office and light industrial uses
- Participate with the County to identify additional employment center sites and light industrial sites during the next comprehensive plan update
Objective C: Public/Private Collaboration
- Partner with County to explore development of spec buildings and sites for primary target industry projects
- Work with the County to implement high standards and predictability into the development review process
- Develop county incentives to attract and expand businesses
- Advocate for the creation of a county economic development position to oversee aspects of permitting, approvals and incentives for primary target industries
- Work with County to streamline permitting to 30 days.
- Build relationships with State leaders for funding of economic development related projects
- Explore with the County more ways to support business retention.
- Explore dedicated economic development funding on the local and state levels
