Implement Urban Land Institute (ULI) Report
Goal: Embrace and implement those recommendations that most accurately reflect the future vision for Pasco
Strategies:
• Adopt ULI Advisory Panel Report
• Work hand-in-hand with the County to conduct the ULI community visioning workshop
• Establish a PEDC task force to implement the adopted ULI recommendations
• Communicate the ULI implementation progress to the regional business community
Objective A: Stay on Track
- Work with the County to hire the consultant to conduct the visioning workshop
- Inform the business community of the ongoing process changes
- Meet bimonthly with the County Administrator to facilitate progress
- Participate with the County and ULI District Council to clarify and implement ULI recommendations
- Partner with County to market business friendly changes to the development review and approval process
Objective B: Stronger Advocacy, Public Policy, and Influence
- Engage the PEDC Board and Effective Governance Taskforce in the ULI process
- Partner with the County Commission during the ULI adoption process
- Partner with the County Commission during the County’s strategic planning process
Objective C: Determine PEDC Priorities
- Identify the PEDC’s role in setting priorities in the ULI identified market areas
- Facilitate the County/Private-Sector process to creatively reduce the impacts of regulatory demands
- Partner with the County to structure alternative revenue sources of infrastructure development and funding
Objective D: Corridor Development
- Identify clusters of like employment sectors to target
- Brand these areas to all types of employment opportunities as Pasco’s showpiece and gateway
- Identify the competitive advantages of the corridor
- Identify sites for; target industries, corporate office and light industrial uses
- Foster support industries to locate proximate to larger key employers
Objective E: Density and Land Use
- Encourage a minimum required Floor Area Ratio or intensity to maximize office development
- Encourage vertical development
- Cluster development around existing arterials concentrating uses for office and retail
