Implement Urban Land Institute (ULI) Report

Goal: Embrace and implement those recommendations that most accurately reflect the future vision for Pasco


Strategies:

• Adopt ULI Advisory Panel Report
• Work hand-in-hand with the County to conduct the ULI community visioning workshop
• Establish a PEDC task force to implement the adopted ULI recommendations
• Communicate the ULI implementation progress to the regional business community


Objective A: Stay on Track

  1. Work with the County to hire the consultant to conduct the visioning workshop
  2. Inform the business community  of the ongoing process changes
  3. Meet bimonthly with the County Administrator to facilitate progress
  4. Participate with the County and ULI District Council to clarify and implement ULI recommendations
  5. Partner with County to market business friendly changes to the development review and approval process


Objective B: Stronger Advocacy, Public Policy, and Influence

  1. Engage the PEDC Board and Effective Governance Taskforce in the ULI process
  2. Partner with the County Commission during the ULI adoption process
  3. Partner with the County Commission during the County’s strategic planning process


Objective C: Determine PEDC Priorities

  1. Identify the PEDC’s role in setting priorities in the ULI identified market areas
  2. Facilitate the County/Private-Sector process to creatively reduce the impacts of regulatory demands
  3. Partner with the County to structure alternative revenue sources of infrastructure development and funding


Objective D: Corridor Development

  1. Identify clusters of like employment sectors to target
  2. Brand these areas to all types of employment opportunities as Pasco’s showpiece and gateway 
  3. Identify the competitive advantages of the corridor
  4. Identify sites for; target industries, corporate office and light industrial uses
  5. Foster support industries to locate proximate to larger key employers


Objective E: Density and Land Use

  1. Encourage a minimum required Floor Area Ratio or intensity to maximize office development
  2. Encourage vertical development
  3. Cluster development around existing arterials concentrating uses for office and retail
